this is a reminder to revisit the workaround to making the ns-3.17 directory download as 'ns-3.17' when ns-allinone-3.17 is downloaded.  source type = 'none' for ns-allinone-3.17, and explicitly listing ns-3.17 as a dependency, is what we used for the release.  Daniel advised that perhaps using the module_name is a cleaner solution, and this may enforce that ns-3.17 follows only after all of the prerequisites are downloaded and built.

This just needs some testing before committing.

ns-3.19 will also ship this way; we should fix for ns-3.20
