Better description.

Due to the number of recurrent questions about how to use a SocketPriorityTag, it is mandatory to have a bit of documentation and (possibly) an example.

It would be fantastic to have one involving TrafficClasses and one using Wi-Fi.

SocketPriorityTag has complete doxy, and is used in numerous places.  Do those suffice as examples?

Does this belong in documentation?  or network, where SocketPriorityTag lives?
