In brief: 

This bug/enhancement is related to the code of the GSoC 2017 project: https://www.nsnam.org/wiki/GSOC2017Lte.

The first milestone of this GSOC project is pushed to ns-3-dev. Would be good if someone else (except me) could review the second and the third milestones so we can proceed toward pushing them to ns-3-dev.

At this point https://bitbucket.org/labdsf/ns-3-dev/commits/all is merged to ns-3.29.

Since this merge Zoraze Ali has added a number of patches to LTE, so it needs to be merged again and finally pushed to ns-3-dev.
