CHANGES.html has too much detail regarding the LTE changes.  It is recommended to focus on the user-visible API changes and changed behavior.  Referring this to the LENA team..

summary:     updated CHANGES.html and RELEASE_NOTES for LTE module

I divided the LTE API changes into user-visible API and internal API. Note that the vast majority of the changes fall in the latter category.

I also updated RELEASE_NOTES to describe the new high-level features that are included.

I am closing this bug after this change. Anyway, Tom, if after this change you feel that CHANGES.html is still too verbose for LTE, then I would suggest to remove the mention of the internal API change, and leave only the mention of the user-visible API changes.
